Hoil has significant expertise advising boards of directors on a wide range of commercial, governance and regulatory matters and has served as a director for a number of international operating companies, including in China and India. He has a strong record of successful troubleshooting in complex strategic, financial and commercial situations. Hoil has also led the structuring, negotiation and execution of transactions in the US, Europe and throughout Asia.

Hoil is the Chief Legal Officer of Ciox Health, LLC, a leading health care IT company in the portfolio of New Mountain Capital. He was previously the Chief Administrative Officer and General Counsel for GT Advanced Technologies Inc., a global technology provider to the solar industry, where he built the legal team following the company’s initial public offering. In addition to leading the structuring and negotiation of a number of technology intensive acquisitions, he led the development of corporate, compliance and commercial processes which supported the expansion of GT’s business through a four-fold increase in revenues.

Hoil has experience leading companies through both strategic transactions and organic development. Prior to GT Advanced Technologies, as Cabot Corporation’s head of corporate development and chairman of its investment holding company in China, Hoil played a significant role in Cabot’s expansion from a single joint venture in Shanghai to a business with operations across China. As Cabot's general counsel, Hoil led an international legal team supporting Cabot's businesses around the world. Prior to joining Cabot in 1992, Hoil practiced law with Dewey Ballantine in New York, as well as with Hale and Dorr in Boston and Pettit and Martin in Hong Kong.

Hoil graduated with a B.S. in Engineering and Applied Science from Yale University before receiving his J.D. cum laude at the Georgetown University Law Center. He began his professional career as a satellite telecommunications engineer and worked on space systems for Intelsat and NASA. He was part of the design team that built the first digital baseband GPS receiver, which was delivered to the US Air Force in 1980.
